DESCRIPTION:Speaker: Joao Montez\nLondon Business School \n\nDate and Time: Thursday 24 September 2015 at 12.45 – 14.00\nLocation: Seminar room 327\, 3rd. floor\, Department of Economics\, entrance: Fosswinckelsgt. 14\nThe seminar will be held in English \n  \nTitle: Variable inventory costs intensify retail competition: the case for horizontal information sharing and manufacturer returns \nOn the topic: More often than not retailers must order stocks in advance to make them readily available to consumers on their shelves. Yet the extent to which retailers’ inventory cost is sunk or remains variable varies significantly from one product to another as unsold inventory may have some scrap value.  Variations in the value to retailers of unsold stocks can be either exogenous or arise endogenously. As an example of the latter\, manufacturers often let retailers return unsold goods for a fraction of the wholesale price – a practice that makes inventory cost less sunk and that has been widely documented in a variety of contexts and for a multitude of products. Several other tools can have a similar effect\, when they require the retailer to pay a price per unit sold and a lower price per unit that remains unsold—- such as a wholesale price charged per unit delivered and an additional royalty paid per unit actually sold (the analysis of this paper naturally extends to all such tools) \n

Its approval has been the outcome of more than 10 years of case law developments\, consultations\, suggestions and negotiations. \nThis new instrument aims at setting the legal grounds to coordinate and facilitate private claims for damages due to breach of EU competition law before national courts. The text aims at guaranteeing the right of victims to seek full compensation for antitrust damages as one of the elements of an effective system of private enforcement of infringements of competition law\, in addition to the traditional public enforcement by competition authorities. \nDr. Peyer will discuss the main aspects of the Directive and his views on the (dis)incentives the Directive is likely to create for claimants seeking compensation. His presentation will include a discussion of the Directive’s goals and its suitability to reach the objectives it pursues. Also\, Dr. Peyer will analyze the challenges posed by the difficulties of accessing to information. \nProf. Henriksson’s presentation will be focused on the welfare effects generated by the private enforcement and the right to seek damage compensation. His presentation questions whether the right to damages may have positive welfare effects and who is more likely to benefit from them: the claimant\, consumers as a whole or other undertakings? \n  \n

Som i alle fusjoner er bekymringen for konkurransemyndighetene at en fusjon vil føre til økte priser for kundene og et velferdstap for samfunnet. Når myndighetene undersøker en fusjon vil de derfor finne ut om fusjonen vil føre til prisøkninger. De senere årene er det utviklet nye tester for å avdekke fare for prispress i markedet\, såkalt “Upward Pricing Pressure” (UPP)-tester. Denne saken er antakelig den største fusjonen i Norge der konkurransemyndighetene har anvendt en UPP-analyse. Enkelt sagt sammenlikner denne testen prisinsentivene til bedriftene før og etter fusjonen. Det var i denne saken uenighet mellom partene og myndighetene om hva som var den relevante før-situasjoen\, også kalt O-alternativet. \nI dette seminaret løfter vi fram denne uenigheten i lys av denne saken. Oslo Economics ved Jostein Skaar vil presentere sitt syn på saken. Avdelingsdirektør i Konkurransetilsynet Gjermund Nese\, vil gjøre rede for myndighetenes syn. DESCRIPTION:We are pleased to invite you to a BECCLE Seminar with Lisa George on Social Networks and the Demand for News  \n  \nSpeaker:\nLisa George\nHunter Collge \n \nLocation: Room E209 (Department of Economics)\, Norwegian School of Economics\nThe seminar is free and open to the public. \n  \nOn the topic:\nThe well-documented relationship between group size and consumption in media markets is typically attributed to the incentive for firms to target products at large groups. Using data on monthly local and non-local visits to news outlets online\, we document a positive relationship between group population in local markets and consumption of national media online. This pattern of preference externalities cannot be explained by standard supply-side arguments. We offer evidence that local social networks increase with group size\, and that the richer social networks\nmade possible by larger groups with shared tastes can explain the relationship between local group size and consumption of national media. Social networks matter in the market for news.  \n \n

DESCRIPTION:We are pleased to invite you to a seminar on the OECD’s STRI project \nSpeakers:\nHildegunn Kyvik Nordås\nSenior trade policy analyst\, OECD.\n \nOn the Topic:\nOECDs STRI (services trade restrictiveness index) is a database containing information on rules and regulation that restricts foreign firms\, consultants and other service providers access to a market. The project contains information about 18 service sectors in 40 countries\, and makes it possible to calculate trade costs for each sector. Hildegunn Kyvik Nordås will present the project\, and explain how researchers and others can use this database. For information on the database\, visit the project information page.\n\nKyvik Nordås is a senior trade policy analyst at the Trade and Agriculture Directorate at the OECD\, where she leads work on trade in services. This work has resulted in a number of OECD\npublications\, workshops and presentations. Before joining the OECD in 2005 Nordås worked as a senior research fellow and research director at Chr. DESCRIPTION:We are pleased to invite you to a seminar on partial vertical ownership\, Monday 1 December.\n  \nSpeakers:\nRicardo Gonçalves\nAssistant Professor\, the Faculty of Economics and Management\, Catholic University of Porto\n  \nLocation: Room E209\, Economic Department\, Norwegian School of Economics (NHH)\n \nThe seminar will not be streamed live\n \nThe seminar will be held in English\n \nOn the Topic:\nGonçalves analyses the market impact of a partial vertical integration whereby a retail firm acquires a non-controlling stake in the capital of an upstream firm\, which supplies an essential input. In addition\, he assume that this upstream firm can price discriminate between two groups of retail firms: the retail firm which (now) owns a stake in its capital and all of its retail rivals. Although apparently counter intuitive\, we find that it is profit-maximizing for the upstream firm to discriminate against its retail shareholder. Compared to a vertical separation scenario\, this partial vertical integration induces input foreclosure\, higher retail prices and lower social welfare. From a competition policy viewpoint\, this suggests that such partial vertical integrations should be analyzed with particular concern.

On Tuesday 14 October Kind and Foros will present their work in which they have set up a model which captures the fact that size might matter for retail pricing\, and analyses the effects that a partnership on distribution and procurement between rivals have on retail pricing. Samtidig som konkurranselovens virkemidler er rettet mot å fremme konkurranse\, er det mange sektorreguleringer som begrenser konkurransen. I sitt innlegg vil Meyer redegjøre for hvordan sektorreguleringen kan endres for å fremme konkurranse og produktivitet\, og gjennomgå hvilke begrensninger konkurranseloven setter for effektiv håndheving av regelverket som fremmer konkurranse. \nMeyer anbefaler en systematisk gjennomgang av sektorbegrensende reguleringer for å frigjøre det produktivitetspotensialet som legger til rette for konkurranse. \nProduktivitetskommisjonen er i hele sitt arbeid interessert i dialog og gode innspill\, så det oppfordres til aktiv dialog med Meyer som avsluttende del av seminaret. \nProduktivitetskommisjonen skal kartlegge årsakene til svakere produktivitetsvekst og fremme konkrete forslag som kan styrke produktivitet og vekstevne i norsk økonomi. Så langt har det ikke vært lagt frem noe konkret forslag om hvordan en slik klagenemnd skal utformes og hvilke typer saker den skal behandle. I den forbindelse er det av interesse å se på erfaringer fra andre land. Et interessant tilfelle er Marknadsdomstolen i Sverige. Professor i samfunnsøkonomi ved Universitetet i Stockholm\, Jonas Häckner\, har vært medlem av Marknadsdomstolen siden 2000. I dette seminaret vil han forklare hvordan Marknadsdomstolen arbeider\, gi synspunkter på hvor godt den fungerer\, og i tillegg fortelle om forslagene til reform i Sverige på dette området.

Steffensen: “Økte krav til bankene etter finanskrisen“\n \n \nOn the topic: \nSom en respons på flere forstyrrelser i det internasjonale finansmarkedet ble Baselkomiteen etablert i 1974. Norge står fritt til å implementere anbefalingene fra Baselkomiteen\, direkte eller med eventuelle modifikasjoner\, men er forpliktet gjennom EØS-avtalen til å gjennomføre de direktivene som blir vedtatt i EU. Baselkomiteen har ved tre anledninger fremlagt omfattende anbefalinger og retningslinjer for kapitalkrav i banker gjennom Basel I\, II og III. \n20.juni 2013 vedtok EU et nytt regelverk bestående av en forordning (CRR) og et kapitalkravdirektiv (CRD IV) som bygger på Basel III\, og som gjelder fra 1. januar 2014. Innføringen av det nye regelverket vil skje gradvis og implementeringen vil først være fullført i 2019. \nNorge\, sammen med blant annet Sverige\, er et av landene som vil innføre de nye kravene med tidligere tidsfrister enn det forordningen og direktivet krever. Dette betyr at kravene til norske banker vil være strengere enn banker fra øvrige europeiske land i perioden mellom økning av krav i Norge og økning av krav i resten av EØS-området. \nHva betyr dette for konkurransen i markedet og norske bankkunder?

Likevel eksisterer det begrenset kunnskap om effekter av horisontale fusjoner på kvalitet\, noe som også påpekes av OECD’s competition commission:    \n“While the importance of quality is undisputed and issues about quality are mentioned pervasively in competition agency guidelines and court decisions\, there is no widely-agreed framework for analysing it which often renders its treatment superficial […….] the role of quality effects in merger controls\, and in particular\, trading off between quality and price effects\, remains to be one of the most vexatious — and still unresolved — issues.” (OECD\, 2013\, p. 1) \nI artikkelen “Horisontal Mergers and Product Quality”\, studerer Kurt Brekke\, Luigi Siciliani (University of York) og Odd rune Straume (University of Minho) av den grunn effektene av horisontale fusjoner kvalitet\, pris\, og velferd. De bruker et teoretisk rammeverk med tre (ex ante) identiske bedrifter som tilbyr differensierte produkt. I første runde ses det på fusjoner som kun har konkurransebegrensende effekter. Deretter tillates det at en fusjon kan innebærer nedleggelse av en av de fusjonerte bedriftene og dermed effektivitetsgevinster.  \nPå seminaret vil Brekke legge frem artikkelen hvor det blant annet påpekes at de fusjonerende bedriftene alltid reduserer kvalitet\, men effekten på pris avhenger av hvor responsiv etterspørselen er med hensyn til kvalitet. Bedriften som ikke tar del i fusjonen responderer imidlertid med å øke både priser og kvalitet. Samlet sett leder fusjonen til høyere pris og kvalitet i gjennomsnitt i markedet. Dersom fusjonen innebærer nedleggelse\, så leder fusjonen til høyere pris og kvalitet både ved den fusjonerte bedriften  og den ikke-fusjonerte bedriften. Velferdsimplikasjonene av fusjoner i markeder hvor bedrifter konkurrerer om kunder både i form av pris og kvalitet er derfor generelt sett tvetydige. Vi kan vise at dersom etterspørselsresponsen til kvalitet er høy\, vil konsumentene tjene på fusjonen og velferden kunne øke.\n \n  \n  \n  \n

Dette gjør at vi vet lite om hvordan ulovlige karteller samarbeider og organiserer seg selv. Skandinavia og en rekke andre europeiske land tillot imidlertid karteller helt opp til slutten av 80-tallet. Det eneste man krevde ut over ulike restriksjoner på hva man kunne samarbeide om\, var at man registrerte seg hos konkurransemyndighetene. \nDisse kartellregistrene inneholder informasjon om kontrakter og organisering\, og gir verdifull informasjon om hvordan karteller valgte å samarbeide i en lovlig verden. Dette kan i sin tur lære oss noe om hvordan karteller valgte å samarbeide i en lovlig verden. Dette kan i sin tur lære oss noe om hvordan ulovlige karteller fungerer og samarbeider i dag. Basert på finske data har vi analysert finske karteller. Nå er data samlet inn for 749 karteller også for Norge\, og i seminaret gis også et første bilde av hvordan norske karteller var organisert. \n  \n  \n  \n
