Structural presumptions in merger control?

There is a debate in both the US and Europe about the principles of merger control. One view is that we should move towards having more presumptions in merger reviews, and then move partly away from a pure effects-based approach. Tommasso Valletti is proposing such a shift in the procedures for merger control. He is professor in economics at Imperial College in London, adjunct professor at Norwegian School of Economics and BECCLE, and a former chief economist at DG COMP.
In this seminar he will present his view, where he argues that there should be more structural presumptions in merger control. Your can read about his view HERE. Three Norwegian experts on competition policy will comment on his talk:
